What would it take to create a Payment Gateway designed JUST for Randomizers and Surfing programs - to pick up the slack where others fear to tread?
I know surfing programs are going out of business because they have been told they can no longer use certain payment processors because of the nature of their business.

Tons of Cash and Licensing, but I don't think we'll see one simply because of the risk involved to the business. Alot of people set up randomizers, autosurf, hyip, etc. solely to scam others out of money, this in turn gives the ones like you and I bad names and makes it harder for us to gain a users trust.
