Daniel put an update vesion of 2.2 to address the user ruser problem, If you don't have this then download it from the clients area.
If you don't have that many members I would recommend wiping the database and starting over with a clean install. If you have too many members to do this with I am really stumped.

Thanks for the tips. I am prepared to start with a clean install with a new subdomain.
Do we have a complete new version without the updates??

I found a temporary work around for this. I am now looking to find if I can permanent fix this problem. Meanwhile my web admin is moving my site from IIS servers to Apache which Dan the Man tells me won't require a work around!
I'll keep ya'll posted!

[1.3] I'm running phpMyAdmin with "cookie" authentication mode under PHP 4.2.0 or 4.2.1 loaded as an Apache 2+ module but can't enter the script: I'm always displayed the login screen.
This is a known PHP bug (see this bug report) from the official PHP bug database. It means there is and won't be any phpMyAdmin fix against it because there is no way to code a fix.
Although there was a fix, and my fix is similar but Dan may need to recreate the config file in order to use my fix for other users.
