How can new user continue with the sign-up after timing out

Let say that a new user join the program. Made the first payment to referrer. Made second payment to random member. Now he loss internet connection or the payment processor timeout.
How can this user continue with the signup?
The next payment should be admin
then final step to register.

well ,the user can email you and you can make an account for him.
In the 2.4 I will add a feature that will help you identify the payments done.
