too many connections

mysql error - Too many connections.

what is this error that I get with this script. it seems like data base is not closed after there is a connection.

With only few users there are thousands of connections left open.

could it be that there need to be a close statement in the php coding?

This is very taxing on databases and I think it should be looked into.

Every so often I am fed with this when I try to access the site
