What do you think the best IP for this service happens to be??

If by IP you mean hosting service any that offer a mysql database and php support will work but you want to make sure that you have enough bandwidth. If you promote the way I did and have people joining you will use it. I had stormbucks on a service with 5 gig transfer and I went through that in 2 weeks now I have 20 and that is getting close. But that is a good thing to have that many people come to the site.

These guys will do anything for you, not just a web host, you get your own FFA list generating you free leads everyday. You can then set up an automatic email advertising your randomizer to go out to everybody that has posted.
