what does wwwroot mean?

Does wwwroot mean the same thing as this? DOCUMENT_ROOT.
also i am getting this error

when i try to go to here:
http://heymichelle.net/randomizer/radmin/database_load.php?filename=iptocountry.sql.gz

I get these messages and everything is in this folder.

nevermine, i got it fixed, figured it out myself.
 what does wwwroot mean?
